Currently England's planning regulations are outlined in 1,000 pages of policy and a further 6,000 of guidelines and notes.
The draft policy aims to replace these with a 52 page guidance document, telling local authorities when and where to grant planning permission for new housing, infrastructure, shops and amenities.
National parks, green belt designated areas and other protected areas will be still be protected.
The Regulatory Impact Assessment, and examination of the framework by Whitehall, that anticipates that the number of new projects will increase with an extra 1,200 major (over 2.47 acres)
developments and 11,000 more smaller sites each year.
This is a change in policy away from giving priority to using 'brownfield' (previously developed) land for new housing.
Currently 76% of new homes were built on 'brownfield land' up from 55% in 1989.
