My next door neighbour's garden is a tip

The garden next door is a complete tip and eyesore. 
My neighbour has never maintained his garden, the weeds are coming over the fence and he has assorted junk rusting away, including an old fridge and washing machine.
I am becoming concerned that rats and other vermin may also be living in this wasteland.

Is there anything I can do?

If he were using his land as a waste tip he would need planning permission.
This does seem unlikely in this case.
However, your Local Authority can force him to clear up the rubbish using the Clean Neighbourhoods Act 2005.
Contravention of this act carries fines up to £2,500.
