Noise pollution issue new build - Soil stack

Hi, got an issue which the builder is refusing to fix - new built flat, 10 floors, NHBC warranty:

Soil pipe in utility cupboard which transfers from washing machines and MVHRs for about 7 flats in floors above. Pipes are joined to the wall which is shared with the bedroom. The pipe (is now after complaints) lagged with 25mm mineral wool. There are two 90 degree pipes from my own washing machine and MVHR. It joins the wall with plastic and non acoustic fixings. I suspect that the 90 degree adjoining pipes and potentially a bend in the pipe under my floor (I think the floor below is a different layout) are meaning there's a large racket coming from the pipe. From the bedroom you can hear a waterfall of noise when anyones washing machine empties. It woke me up at 1am a few nights back. I fail to see how this provides reasonable resistance to the passage of sound.

Is it worth going to NHBC on this one?

It really is shambolic that they think its ok to bugger off with issues like this :(
