Councils at war over Community Infrastructure Levy rates

The Mail on Sunday reports that local authorities may be about to mount legal challenges on neighbouring authorities that offer "tax incentives" to lure big employers providing local jobs. There is a real prospect of large organisations playing one authority off against another.

Each of the 347 planning authorities is able to set their own Community Infrastructure Levy rates. The MoS claim: "one local authority has already lodged an objection to the proposed zero-rating by another council of all commercial developments other than housebuilding, claiming it could infringe EU rules."

The Section 106 Agreements were bad enough.  Now it looks like the new Community infrastructure Levy will hit every planning application.
Just another "Tax" to help with the deficit. 

Lets see how much of this is actually used for local infrastructure projects.
Ten years down the line and all the Councils will be sitting on large cash piles from this imo.

Just a new way to raise money in my opinion. 
In my opinion, none of it will end up being used for local facilities.
