Paving Slabs on Side of Garage

I have a garage to the side of house with a steep slope to the rear.  Redrow put in a very steep planted bed behind the garage but the slope was clearly too steep to build the planting up to the red brick level.  To cover the exposed breeze blocks they appear to have used the same paving slabs that make up my path/patio to cover the breeze block.  One of these has now fallen off and it is clear they were only ever attached with a blobs of glue. 

Can you please tell me if using heavy paving slabs in this fashion is acceptable or are they not fit for purpose?

From what you say, the only function of these paving slabs is to cover blockwork that should be below ground. 

It would have been better to have built a brick wall in front of the blockwork finished with a plinth brick or coping stone.

What you have is one defect which was covered and has created a second defect.

The slabs if bedded in concrete will do the job but are not right and Redrow know it!
