Persimmon CFL inspection

I have bought a Persimmon home and am due to complete in the next few weeks. 
The external fencing has been removed so we have been able to get closer to the house.  Unfortunately the standards in my opinion are really poor!  It has just passed its Final NHBC checks which I don't personally think it should have.  However NHBC won't give me a simple answer of "yes or no". 
At this point I am refusing to complete on the house until the issues are fixed.

I originally had missing bricks which I told them I wanted replacing and not patched up. After 6 weeks they finally sorted them (by patching them).  After discussing the quality of the brickwork/cementing I was told "they had crappy builders, but they've been fired now".  "this helps me!"

I have missing weep holes inserts all over the house, cracked bricks.  Bricks caked in cement (I've been told it's already been cleaned and won't be cleaned again).

What are your thoughts on the quality of the brickwork and cementing?  Am I right in what I'm thinking or is this something many of you have experienced? and they have resolved.

A warning to everyone who is thinking of buying a Persimmon new home.
Persimmon think this is "acceptable" and refuse point blank to anything about it even before legal completion.

Persimmon half-year end figures date is 30 June. If I were you, I would tell your solicitor that he must not legally complete until after 30 June unless the dreadful standards and any and all snagging works are brought up to a standard that you as buyer, are happy to accept.
God knows how bad the inside of the house is!

Please get this home professionally snagged and inspected. I suggest you call Tim Fee 07768 900 200 today.
