Provided the trees do not have a Tree Protection Order (TPO) on them, you can cut them down. You can ask the council if they are working at the moment ( I doubt it!) or check for TPOs on their website perhaps.
Be aware that if the trees do not have an existing TPO and the council are then made aware of them, they may decide to TPO them!
But trees are quite an asset in a garden, providing shade and habitat for birds squirrels etc and shade for you on a hot day.
Perhaps just get rid of the spruces?
