Many people work for the state for free.
A lot of public appointments are unpaid, for example magistrates, prison visitors etc.
Volunteers manage what may be as much of 30% of total public spending.

According to the World Giving Index, a meassure of how much time, money and help to strangers is given, Britain comes in at number 8 out of 153 countires.
with Australia and New Zealand coming top.
