We are in the process of a purchase and using an independant solicitor however still not too happy with the clauses in the contract.
One in particular states that "If there are still minor works outstanding, legal completion will not be delayed for this reason"
When i questioned my solicitor about this, she said the developer would not change it and that this is standard practice.
Is she correct?

Unfortunately it is standard practice.
But that doesn't mean new home buyers and particularly their solicitors should roll over and take anything.
Firstly make sure your solicitor is not one of the housebuilder preferred firms.
Secondly tell then that a law exists to stop this:
Consumer Protection from Unfair Trading Regulations 2008 (http://www.brand-newhomes.co.uk/consumer-protection-regulations.htm)
You wouldn't accept a new car with a "few minor scratches"
And get your new home professionally snagged and inspected before you legally complete,
