Water ingress in garage

Our townhouse has an integrated garage and this is the first heavy rain since completing. It seems I have quite the leak under the garage door, more so on both sides of the door.

Thoughts?

The internal floor of the garage should be 12mm higher than the driveway outside with the door set to close against the floor upstand.
Even if the housebuilder adds an Aco channel drain, rain water will still run down the door.

Drive will need to be lower, door lower and am Aco channel to stop this which is unacceptable and you have every right o complain.
