Been in our new build for 4 years now. We definitely have issues with sound insulation but I am concerned that the NHBC will tell me as it was not reported within 2 years then tough. Can anyone give me some hope?

Obviously you are outside of the 2-year warranty, I would guess you would need to prove there is insulation missing then go to the NHBC as a latent defect. Proving it would be at your expense and risk.

Way passed the point when the housebuilder and/or the NHBC would be doing anything about this now.
You would have to have an acoustic survey then prove that building regulations have not been adhered to re sound insulation.
All warranty providers know that most new homebuyers would give up the at some point in the long battle, especially after not reporting this for 4 years!
