A question I have not been able to get an answer to is why there is no guarantee for the cavity wall insulation?
CIGA tells me that they do not guarantee new builds. So 10 years down the line when you maybe sell and you are asked the question what answer do you give. And indeed if it fails you have no redress.
So if anybody can give me any insight it would be appreciated.

I would expect the answer is that new homes are covered buy the warranty which is for ten years.
That is not to say that incomplete full fill cavity insulation might not be an issue until after the first two years and is non-structural so not covered during years 3 to 10.
In addition, filling the cavity could lead to water crossing the cavity to the inner skin and damp and mould in the home although it is likely this would be in the first two years.
I expect the cavity wall insulation guarantee issued is given to the builder who is the contractor's client and could be non-transferable.

From what I understand on the estate the last count was 42 wrongly/incorrectly filled cavities.
The way I read it that after the builders 2 years you have no comeback in the future.

That is right unless you have reported a defect within the two years but it was never rectified or rectified properly. Then buyers discover why, with all its faults, the NHBC warranty is the best warranty!
