I think you mean 50% of those employed work in the public sector.
Quite different from the government.
Even a Conservative MP doesn't exactly work for the government unless he always votes with the Government who are in effect just the Cabinet ministers.

This is why it is so difficult to get anything changed or introduced that would make a difference for the better such as setting up a New Homes Ombudsman.
