We have NHBC warrenty on our property and have made various claims re missing cavity barriers. Does anybody know if the NHBC will refund any surveyor costs incurred whilst proving the  builder is at fault?

I couldn't say categorically they would, but they should.
I would suggest you write and inform the NHBC that should they not investigate your claim properly, your only course of action would be to appoint your own surveyor and should the claim prove valid, you would be requiring the NHBC to refund all of your costs incurred.
