Title: New NHBC Standards from 1 January 2017

The NHBC have published new standards that come into effect on 1 January 2017
 New NHBC Standards 2017  (http://www.nhbc.co.uk/Builders/ProductsandServices/Standardsplus2017/#1)

There is a new chapter 6.11 on Render and rendering systems!
This clearly specifies that normally, movement joints will be required no more than 3 metres from a corner and then every 6 metres.
There are new requirements for protecting render for different weather conditions, site mixes and thicknesses.
It also has the all-important "factory made render shall be applied to manufacturers instructions and specifications."
Whether this will result in fewer claims regarding cracked render  in future only time will tell.

I take it only houses completed after this time will be covered by any amendments NHBC Standards?

That's right. 
It would be unfair to expect housebuilders to have known how to apply things like render properly if they are not in the standards they frequently overlook.
It will apply to homes started and built in 2017.

That's two years running the NHBC have revised their standards. Before that, the last time was 2013!
Is this an acknowledgement that previous standards were insufficient, or incomplete.
Or perhaps it was to accommodate a 'watering down' of certain requirements at the bequest of the large housebuilders?

We will probably never know!
