This is not a guarantee that everything will be to a good standard but an undertaking that any defects not built to the warranty standards will be rectified by the house builder during the first two years.  
The main provider of new home warranties is the NHBC.

In years 8 to 10 the warranty gives an insurance cover against major damage arising from structural defects or drainage defects resulting from a failure to comply with the NHBC technical standards.
The Buildmark cover protects new home owners against subsidence, settlement and heave unless they are covered by your Buildings Insurance.
The amount of cover is restricted to the maximum stated in the policy documents.
