Title: Land Value Tax to replace Stamp Duty and Council Tax?

There are suggestions that could mean that Stamp Duty and Council Tax are scraped and replaced with a recurrent property tax based on market values.

It was once observed that "The art of taxation consists in so plucking the goose as to obtain the maximum amount of feathers and with the minimum amount of hissing"
Property taxes are easy to collect and difficult to avoid.

It is thought that a new Land Value Tax would smooth out house price bubbles. However, it would be very difficult to assess the market value of all unsold land in the UK.

Homeowners are likely to be very sceptical and react to any change in the current system.
The last attempt was the Poll Tax and look what happened then!
