Title: Is anyone else worried by this?

20% off on new houses built on apparently designated land, where the market is limited to under 40 year old English people, which I don't even think can be legally enforced. If the UK exit the EU, house prices are very likely to fall anyway due to more empty houses.

On the 20% issue, who actually pockets the 20% and who actually loses it. My feeling is the taxpayer loses it and a cowboy house builder pockets it.

Anyone else worried about this idea?

Yes, it's the politics of madness.
Another ill thought out idea that will only push up house prices and increase house builders profits still further.
And yes you are right, the taxpayer will pay, just like they are on the hook for the Help to Buy house builder subsidy too.
So much for reducing the budget deficit!
