Planning reforms may push house prices down further

UK property prices include a land scarcity value. Relaxation of the current restrictions on land use will produce a rapid increase in the supply of available building sites.
In the medium-term, this could reduce the prices of new homes and house prices in general, enabling those who cannot afford to buy right now.

This assumes that house builders will pass on their reduced land acquisition costs to new home buyers. 
They have never done this before!
