In the three months from September to the end of November the NHBC data reveals there have been 25,790 new homes started in the UK.
This is a decrease of 3.5% on the corresponding period last year.
Activity in November was also reduced from the level of recent months with just 7,960 starts.
The NHBC rolling 12 months statistics show that were 104,300 starts in the UK. This is 6,800 fewer than for the preceding 12 month period.
