I may have a unique question.
I own a house in Manchester, Chorley. It is a quite recent purchase (just close to one year) but a fairly old house.
I am not an English-born person but have become a full-blown citizen and I am very proud of it. Despite owning the house I am not exactly sure about the ability to change the building facade.
All houses in my neighbourhood are made with dark-red brick, not a single one stands out. So I was wondering can I repaint it to something else? Can I paint the elevation of my building?
And a second question, is it OK if I paint graffitti on the side of the building but facing my backyard, so it wouldn't be visible from the street? Just visible for me?

Blimey! Where do I start.
The first thing is the check with the council that you are not in a conservation area or the home is not a listed building.
If either apply then don't do anything!
Given what you propose, you really need to get something in writing from the council planners to confirm it is OK before doing any of this.
My opinion is:
1) You will seriously devalue the home doing this.
2) I doubt your neighbours would be very impressed either.
3) If you didn't like the way the house looked when you bought it why buy it?
4) What do you think our lovely country would look like if everyone did what you are proposing to their homes?
