"Hopefully the New Home Ombudsmen will help"..... Are they available yet?

No the New Homes Ombudsman is not up and running yet.
It was  announced by James Brokenshire on 1st October 2018 (http://www.new-home-blog.co.uk/statutory-new-homes-ombudsman-to-be-appointed/) over six months ago and as of now, no progress has been made.

Brokenshire even mooted that it could be in "shadow form" initially when  speaking at the HBF annual conference recently!  (https://www.gov.uk/government/speeches/home-builders-federation-policy-conference-2019)
