Avant Garage..

We bought our dream home and at no stage were we advised that the garage would not be watertight. 

Water has streamed down the wall, the roof timbers are going mouldy and so is most of the stuff in there, I have had sheds that were better than this!

The NHBC warranty standards do not stipulate the garage must be waterproof as it is normally a single skin.

You may have an issue with:
1) Cavity trays and/or lead flashing on the garage roof if it abuts the house or neighbours house.
2) Leaving gutter or downpipe
3) A higher ground level (ie above dpc level) on the damp wall.

All you can do is write to Avant Homes and tell them you want it sorted.
Anything you store in the garage that gets ruined is not going to be Avant's responsibility though.

Our garage is being painted at the moment and needs a few more small DIY tasks to make it good lol :D.  I am not sure on the rules of water proofing.  If there was an initial problem didnt the survey pick this up?

You could play a hose pipe to the outside wall. Start low down and work upwards in a methodical manner, check inside you may find an area that is " leaking."
Other possibilities are cracks in the mortar or porous bricks. However as stated the garage is only single skin and is for storing your car .
