New Year honour to ex-con Gerald Ronson

Ex convict Gerald Ronson has received a CBE in the New Year honours. 
He was jailed over the Guinness share trading fraud in the 1980's. Despite various appeals, his conviction was upheld.
How can a convicted citizen be justified to be even nominated for any form of national honour?

Let's face it Lester Piggott had his OBE taken away after he was jailed in 1987 for tax fraud.
