I bet most of these are overseas or company owned too.

I have lived in some terrible rentals in my student days.

I watched the programme and the solution seems obvious.

Those tenants living in places with damp first ask the Landlord to fix it. 
When he doesn't they ask the Council to fix it and Councils send the Landlord an invoice for the work with a £10,000 admin fee/fine added to the cost of the work.
If he doesn't pay they put a charge against the property.

At the end of the day it is up to the TENANTS to complain to the authorities.

Wasnt it amazing how they got away with renting sheds to all those people in London.
Some of the sheds were proper brick-built structures with tiled roofs.
Surely they would need planning permission?
I suppose if no one complained and everyone does it they all get away with it and the Councils are none the wiser.

Some of those "sheds" would have needed planning permission.
But if some London Boroughs cannot even keep small children safe then a few
buildings without planning permission is not a surprise.

Is this due to a shortage of homes for rent?
Greedy landlords?
or that the tenants are ignorant of their rights and the fact they can do somethging about it.

Many overseas tenants are just grateful to be in this country and have a job I think.
The landlords are taking advantage of these people.
